Department Organization

The Towamencin Township Police Department is organized into two major divisions, the Patrol Services Division  and the Criminal Investigation and Support Services Division.

Specialty units are designated within each of the two divisions.  Police Officers are either assigned to a specialty as a primary responsibility or a secondary responsibility based upon frequency of need.

Regardless of divisional or specialty assignment, all sworn police personnel are prepared and capable at anytime to assume the duties and perform the tasks necessary to immediately respond to the police service needs of the community.

PATROL SERVICES DIVISION:

The Patrol Services Division is responsible for all primary uniformed and plainclothes patrol duties in the department, including marked and unmarked vehicle patrols, bicycle patrols, routine traffic enforcement, accident investigation, emergency response and tactical operations.

Bicycle Unit:  The Police Department's Bicycle Unit was officially formed in 1999.  The Bicycle Unit was created to provide an alternative to vehicle patrol and better access to remote areas.  The unit was started through a $5,000 grant, received with the aid of Pennsylvania State Representatives Raymond Bunt and Robert W. Godshall.  The Bicycle Unit is assigned to neighborhood patrols, park patrols, community events, and special details to address specific problems of concern to the community.
 
                                                      

Traffic Unit:  The Traffic Unit is responsible for all specialized traffic enforcement and traffic education programs in the department.  Included in their duties are:  traffic, sign and signal surveys; special enforcement details; accident reconstruction; school zone safety and enforcement; truck inspection and weight enforcement; road and bridge surveys; traffic volume counts; DUI enforcement including checkpoints, proving patrols and seat belt safety programs.

North Penn Area Tactical Response Team:  The Towamencin Township Police Department is a member of the North Penn Area Tactical Response Team.  The Team was initially formed in 1982 and is now comprised of officers from eleven local police departments representing thirteen municipalities, and includes tactical medical personnel.  See our link at www.nptrt.org for more specific information about the tactical response team.

The Tactical Response Team is designed to respond to many types of high-risk situations that require a specialized response.  The members of the Tactical Response Team are highly trained police officers whose training sessions involve physical training, weapons training, entry and arrest techniques, crisis negotiations, and much more.

CRIMINAL INVESTIGATION & SUPPORT SERVICES DIVISION:

Criminal Investigation Unit:  The Criminal Investigation Unit is responsible for criminal investigations, forensics, crime scene processing, drug investigations, criminal intelligence, evidence management, applicant background checks, and the investigation of juvenile crime.

School Resource Unit:  The School Resource Unit addresses criminal acts and other incidents occurring on school properties.  The Unit also provides and coordinates school based police programs.  The Towamencin Township Police Department services four North Penn School District Schools including North Penn High School and three public elementary schools, North Montco Vocational Technical Institute, and two private schools.

Technical Services Unit:  The Technical Services Unit is responsible for the operation of the Regional Criminal Processing Booking Center housed at police headquarters.  The Police Department also operates one of ten Montgomery County District Court "Video Arraignment" sites, and administers and operates necessary communications and computer equipment for the Commonwealth Law Enforcement Assistance Network (CLEAN) and the Pennsylvania Justice Network (JNET).  The Unit is also responsible for the operation of all technical equipment utilized by the Police Department including all computer equipment, mobile data terminals, communications equipment, and the Commonwealth of Pennsylvania "Live Scan" automated fingerprint and "Photo-Imaging" systems.

Administrative Support and Records Unit:  The Administrative Support and Records Unit is responsible for personnel, clerical support, data processing, facilities management, purchasing, statistics, and the preparation and submission of various reports to the Township Board of Supervisors, Montgomery County, Pennsylvania State Police and the Federal Bureau of Investigation.

TEAM School Liaison Program:  Teaching, Educating and Mentoring
 

 

                                  
The Towamencin Township Police Department introduced the
T.E.A.M School Liaison Program in 2002 the public Elementary Schools to lecture school children in grades Kindergarten through Six.  T.E.A.M. offers our children a progressive approach to police relations.

TEAM was originally created by the Michigan State Police in response to the needs in their communities.  The demographics of the State of Michigan are very similar to the State of Pennsylvania.  Detective Michael Paul, Sergeant Dan Jusko, Officer John Cutrone, Officer Steven Miller, and Officer John Wittenberger are trained to teach the T.E.A.M. program.

The program has received great support from the community.  The T.E.A.M. program thanks local businesses that have helped deliver our message, Teaching, Educating and Mentoring.
